How to make an Ubuntu or Debian apt repository locally available as an emergency offline fallback

Maybe you never had that problem yourself, but there may be reasons why someone want to have one or multiple Ubuntu or Debian online repositories available on your local network. Maybe because you throw an Linux installation party and dozens of times the same repos and files are been pulled over a thin DSL connection. Or you want your own local mirror in case your internet connection goes down. Or …

CONRAD Elektronics is possibly Germanys largest and certainly the most popular Electronic Parts Reseller. Some time in the 1980s i bought a stabilized 13.8V, 3A (5A) DC Power Supply that served my needs for decades now. Lately i accidentally dropped it to the floor and after re-checking it, it seems to send out pretty much

One can find “manuals” and “how to”s for this topic everywhere, but there is always something important missing and thus you'll have to do further search and puzzle everything together. I'm not saying that my manual here is ever complete, but at least from an administrators standpoint it hopefully covers more than the average docker page on the interwebs to prevent Docker from going haywire and pulling down your host.
